According to the protocol of the People's Republic of China Customs General Administration and the Republic of India agricultural cooperation and the peasant Welfare Department on the plant hygiene requirements of India rice for China and the relevant laws and regulations in China, India Basmati and non Basmati rice will be allowed to lose China. The rice exported to India should comply with the requirements for import and export of India rice inspection and Quarantine (see Annex).
This announcement is carried out from the date of promulgation.

Requirements for inspection and Quarantine of rice imported from India

1. Products allowed to enter the country
Rice grown in India (including Basmati rice and non Basmati rice).
Two. Requirements for production facilities
The India rice processing facilities must comply with the Chinese plant quarantine requirements, registered by the India agricultural cooperation and the DAC&FW, approved by the General Administration of customs and registered.
Three. Requirements for plant quarantine
(1) India rice exported to China must comply with the relevant laws and regulations of China's plant quarantine and be qualified by DAC&FW quarantine.
(two) India's Chinese rice must not have the following quarantine pests: Prostephanus truncatus, Trogoderma granarium, Ditylenchus angustus of rice stem nematode, Striga angustiflolia of narrow lobes, Striga asiatica of single foot gold, and Striga densiflora.
(three) the rice transported to India should not be contaminated with soil, and should not be mixed with weed seeds, rice husks, chaff and plant residues.
Four. Requirements for plant quarantine certificate
Each batch of India rice exported to China must be accompanied by the official plant quarantine certificate issued by DAC&FW to prove that it is in line with China's phytosanitary requirements and the specific origin is indicated.
Five, packaging requirements
The rice exported to India must be packed in line with China's phytosanitary requirements, clean, hygienic and new materials. Each package should have an obvious Chinese word "this product is lost to People's Republic of China" and the English information that can be identified for India rice varieties, processing plants and packaging plants.
Six, fumigation requirements
Rice exported to India should be fumigated to ensure that rice does not contain live insects, especially storage pests. The fumigating agents and methods should be indicated in the official phytosanitary certificate.
Seven. Transport requirements
Before transporting India rice to China, the means of transport must be thoroughly inspected and sterilized, and treated with insecticide, and must not be mixed with quarantine pests.
